Poor toilet flush

I had a roca duel toilet flush in my toilet upstairs which was working great until a leak started into the pan.Plumber has come out replaced it with a fluid master but have now noticed the flush is really weak(having to flush a couple of times to clear).I have cleaned out the jets, increased the water amount and have had no improvement.

There is a restricter in the replacement fluidmaster to restrict the pressure. It can be removed.

Not enough info. If it's a top mounted dual flush button on a close coupled wc and pan, the flush 'stalks' can be adjusted. Photo would help.
