Building Permission for downlights and change of kitchen sink

We are based in Scotland and in the process of buying a new build and looking for your guidance for the below two points - (1) We have been informed that we can have downlights installed as an optional extra in the main bedroom by the builder. During our meeting with the builder, they are installing 4 downlights but when we requested if it could be changed to 6, we were told the position of these downlights is as per building regulations and cannot be changed. Is this correct and requesting it to be changed to 6 in the room will be a breach of building regulations? (2) On similar lines, the default kitchen sink is being installed with a 1.5 bowl combination. We have requested that we provide them with a kitchen sink of the same size but with one bowl. However, as above they are insisting that cannot be done as the design is as per building regulations. As per our understanding, we are not requesting any structural change in the house and are willing to pay for the extra downlight and replacement of the sink. Hence, looking for your guidance in this regard.

As you suspect, neither items will be affected by building regulations

Building regulations do not apply as long as the additional lights are signed off with the rest of the installation
