Hi A substation is required when a site has a certain number of houses or requires a certain amount of power. Generally you will have high voltage cables going into the substation which will then convert the power to low voltage to supply the houses or commercial properties. Substations are used so the electricity board can isulate specific areas to provide electricity to.
