Resizing old air vent opening to house smaller vent cover

I own a 1930s semi in Leeds and I'm getting it plastered in a few weeks. I was originally going to fill in the air vents but have been advised against it. I've seen some nice vents online but they are sized a fair bit smaller than the opening at the moment, is it possible to make the opening smaller in order to fit the new vents? If so how would you suggest going about it? Is it better to do this before of after plastering?

The air vent size was worked out on original house so diminishing the size could cause airflow issues in the future.If you proceed with smaller openings you will have to form more openings to have same airflow rate
