no building regulations certificate after new boiler

i had bathroom worktop & new boiler replacement recently. after job finished & fully paid, the gas engineer refused to issue me building regulations certificate & gas safety certificate. He told me repeatly he registered wrong address & will register asap. finally, no response can i have any channel to get the paper or complain?

send him a written letter showing your intentions of proceeding with further action with trading standards and give him 30 days to show proof of certification or further action will be taken.

Have you checked they were Gas Safe registered, you can check personal/company online here https://www.gassaferegister.co.uk/
Here you can also raise the issue and gas safe will direct you to the best course of action.
