How to test heating system on communal network (heat network?)

Hello, I am about to move into a flat which has a communal heating /boiler system. The flat is all electric and has a hot water tank inside the flat, but apparently all of the boilers are communal and located elsewhere in the building - their maintenance is covered through the service charge. If I just wanted to make sure the heating system for the one flat is working, how would I go about testing this? Ideally I'd like an EICR for the flat but also someone who can turn on/off the heating and just let me know that it works and that the hot water tank works and supplies the radiators as expected. I agree with the answer but every flat will have its own zone so it could be a valve not opening or closing iff you do have any problems that’s the most common fault
