GRP Roof Leak (Cure It)

Long post so thanks in advance! We had a felt flat roof extension, with chipboards underneath. There was a water patch on our ceiling which prompted us to fix the roof. Given our budget, the builder said he could put on GRP roofing without changing the boards. Instead just patching up the joints and problem areas with fibreglass. It’s a 40 m2 roof, and he removed all the felt from the entire roof. Then began the fibreglass matting and a layer of resin. Before he applied the top coat, he left for 2 days for it to dry and in that time it rained causing 3 new leaks to occur across the roof. He then came back, sanded it down and applied another layer of resin. He has now covered it in plastic sheets and will return in a few days to apply another layer of resin and topcoat. But there are air bubbles and pinholes under the matting, and I’m worried next time it rains it will come straight through again. He also admitted that he didn’t have enough material to cover the whole roof because he didn’t measure it. He had only two 20kg buckets of cure it resin, 13m2 each. It appears like he didn’t have enough resin or matting which suggests why it leaked. But would love a second opinion for someone. He insistent that he did the application right and is now giving us an ultimatum of - just covering it back up with felt or applying a rubber coat on top. FYI he charged 2k for this. Pls can you advise on what my next steps should be?
