Old Cast Iron Toilet Waste

Hi I am working on a bathroom on a ground floor flat. The cast iron stack has a 45 degree pipe going from the toilet pipe back to the stack. What’s the purpose of this? Can it be cut and sealed?

this is a vent pipe to stop siphonage in the soil stack, if you cut and seal this the trap in the pan may well be siphoned out.

This is the soul vent pipe. Traditional stacks would have many vent pipes. However, as you mentioned the property is a flat and on the ground floor, it is highly likely a main standing vent pipe will also be used. If yours is the last in the run you will not and should not be closing and capping. However, if it is not the last in the run, you will be fine to cap.
