Horse hair on concrete

I have just had taken up some old thin kitchen tiles and about 20mm of render they were sitting on. I had an asbestos contractor do it because I knew the tiles contained asbestos. Between the render and the concrete was some horse hair matting, which the asbestos contractor advises was used to bind the render to the concrete. He says it can be left in place and levelled over. Is this horse likely to be bound with asbestos, and can it be just levelled over?

Remove the mortar bed also, as it can and most probably will contain asbestos dust. and if they are there then for what it takes time wise best remove it.

I would advise to remove it as it’s a perticularly old method now and the asbestos could also be on the horse hair

If the asbestos contractors deems it safe to leave, then it would be wise to listen to them Personally if it were me I'd pva it to seal it along with the concrete prior to doing anything else

Give it a heavy neat priming and put a good thickness of self leveller down, can’t see that you get any issues from that.
