Internally fitted modern roofing membrane in loft space fixed to underside of roof timbers timbers

Would this have been done for a specific reason to mask a problem as you cannot see condition of roof timbers also condition of external original roofing felt. I was wondering if anyone has done this or seen it before. Thanks in advance

Hi they have his non felted roof this is not the process for a modern re roof sound to me that they are hiding something

only seen this once on an small council estate in Coningsby it was carried out by some wally in the council can only think it was done to save money as on removal of the roof tiles the under felt had eroded to point of being able to poke your finger through it, the only true way to see what condition the felt is in is to remove a few roof tiles,
from my experience it is generally done to cover something up, if the felt on the roof is none breathable by felting underneath with breathable felt will create condensation problems.
