Can I get help from APHC competence plumber who can self-certified the garden shed toilet?

I'm building a small toilet inside the garden shed (in London Barnet). Some websites says we do not need a building regulation and some says we will need a building regulation. My question is. 1- Do I really need a building regulation for adding a small toilet in the garden shed? 2- If yes, can I get a plumber who is part of Competent Persons Scheme e.g. (though APHC) to come and check the work and connections instead of going through the building regulation? Thanks

Hi There
If the toilet is not conected directly to the manhole, is fine.
If it is you should ask council 1st for permition to connect and you need them inspector to come and certify after the job is done
