Builders Scaffolding on my property - what are my rights

Recently moved into a new build property. The dual side passage between us and the incomplete next house is full of scaffolding completely blocking our access to the rear. We expected that the Developers would finish this house next but no, so it has remained like this for over 7 weeks and no sign of anything changing. The knock-on of this is that the side fencing is incomplete and the rear garden is not secure. We complained about this just before completion but the Developer's solicitors said that there was a Contract Clause detailing access for maintenance. I've since read that as it is new build this is not the case and that permission has to be sought to put scaffolding on someone’s property. Can I invoice the Developers for use of my land for storing the scaffolding since completion and what is a reasonable rate bearing in mind loss of access, etc.

basically you bought the house while the next door house was unfinished so you were aware of this before buying, think you need to talk to a lawyer as it may not be as straight forward as you think
