Hi, can someone advise if an open pergola can be built over or under a gas pipe on the external house wall?

As the other engineer has pointed out as long as the gas line is accessible it will be fine. Probably leave a brick width and then begin construction so you can access it easily if required. Hope this helps, wishing you all the best with your project
