Is it a legal requirment for a painter to have public liability if they are working on scaffolding that has a pavement license.

A pavement licence is only a permit issued by the local council to erect scaffolding on the pavement for a set time usually a month, to be able to get that the scaffolders would have to show they have public liability insurance, any tradesmen working on it need there own public liability insurance, if for arguements sake the wind blows your paint of the scaffolding covering a car or cars below you would be liable for any cleaning or repair costs, so yes public liability insurance is a must, it's an insurance you hope you never need to use but one you need as a safety net in case of accidents, to work on anyone's property without is insanity.

It is essential to have public liability insurance regardless of working on scaffolding that has pavement license. Should you have an unfortunate accident which causes injury or damage to public property, you will be covered.

As far as am aware from the last time I was inspected when working on a pavement its a min of 5,000000 cover which is as far as I know lawfully has to have and why wouldn't any decent tradesman not have this cover in place, if he hasn't then find someone else.
