New Extension over garage loft on extension

Hi All, Currently detached house with a flat roof double garage. There is existing single storey extension behind garage with continuation of flat roof from garage. I am planning to extend over garage by creating 2 bedroom over existing flat roof with new foundations. The existing ceiling height upstairs is 8ft. Chimney exposed part over roof roughly 2m. None of the neighbouring properties have loft. Perhaps height is issue. If new extended room ceiling height is lowered is it possible to after dormer loft facing garden. Half the passage might have exposed beams due to lowered ceiling in extended section. Not sure whether it can be made into feature.The aesthetics with window might be factor as well. The new roof will be t shaped broadly to speak. I will be speaking to architects but wanted to get this noob question answered.

Every question you ask can only be answered by the local planning people I'm afraid. No matter what anyone says on here, the local planners could have other ideas and they are the people who police this stuff and would have the final say. The best thing to do is do some drawings, just rough sketches for now if you want, then use photos to show what would go where and then go and have a chat with your local planning folks. Some councils charge for this, some don't, so check on your local council website for whether they charge for pre-planning help and go from there.

8ft is very low , by the time you put you insulation and steel beams and finishes this will get restricted even further. But ,having said that in some cases when first floor ceiling is higher with some structural changes and alterations achievable to have enough headroom on second floor . This will need proper survey and site visit to find out for sure Kind regards Roman
