safe/successful way to smooth indoor masonry paint?

Hello, we bought our first house a year ago and are trying to reset it. One bedroom (slope roofed) has been half painted, and was half wallpapered. I've removed the wallpaper due to mould & damp where the old fireplace is. Under the wallpaper is the old plaster with lots of old crumbly wallpaper paste, not a problem, we are now adept at removing it (120 years worth I believe!) The problem is that the previous owners used (I think) masonry paint on half the room, including sloping roof, which cuts you if you bump against it. i've sanded a small patch and it looks like little balls of something (silica sand?). I'd love to smooth the walls. I'm afraid of a.asbestos (the roof is artex) and silica sand or some other toxin . The paint has a sheen to it, a colour I think they have painted over the textured paint. Could be oil based, or could be eggshell? I suppose I am asking: a) is it safe to sand off toxin wise b) is it safe to sand off damp/plaster wise (perhaps they used this combination due to damp conditions, or perhaps were just not willing to scrape off old paste, or plaster is in badly patched condition) c) would it work for me to skim coat on top of the textured paint? is that the best fix in either case? Sorry for the excess info, just felt like it was necessary to set the scene between damp, paint and what lies beneath. Many thanks for your answers!
