wet asbestos flooring advise?

recently my bungalow flood with water due to loft pipe burst, after removing the laminate floor noticed there is asbestos flooring below with bitumen. Almost three weeks running dehumidifer, still mositure meter showing red medium signal on it but it's good in shape.. I am looking to install the retrofit wet underflooring + flooring tiles, on top current absestos tiles. Will be any issue or health risk installing on it on absestos tiles? kindly advise

I would check with your local building control.
However I have seen a similar scenario where once dried the floor was sealed with SBR bond then a self leveling compound poured over before tiling. This was overseen by an architect and m lead to believe it was approved by building control, but it was some years ago.

I would get an asbestos team to come and have a look and assess it, to determine if it is a health risk or not.

If the vinyl tiles are sound you can screed directly with arditex na and tile, no priming needed. there is no health risc as the tiles will be covered and the vinyl tiles have a very low amount os asbestos, the adhesive they used is the higher risc.
The other option is to get a asbestos removal team to remove it but this is unecessary.
