Is the waterboard responsible for the first stopcock off the mains

I own a house in a terrace street with a water main running down the street feeding off into the houses. For my house the first stopcock from the mains is just (30 cm) inside my front door down a 12 cm square hole about 20/25 cm deep in the hallway. Unfortunately I have just discovered it is completely immovable and also leaking slowly and will need to be replaced which will involve dismantling the floor. The water board are telling me it is my responsibility because it is on my property (and offering to put in a stopcock on the pavement) put I thought they were responsible from the mains up to and including the first stopcock wherever it may be and should pay for this one to be replaced? Thanks
