Creating a 3x3m extension at back of kitchen for additional toilet/shower

Hi I am looking to build a 3x3m extension at back of my house (just behind the existing kitchen) for a new toilet/shower. Would i require a planning permission or any other apporvals (like consent from neighbours) to undertake this. I am aware the extension has to be up to building regs but is there anything else I require before I can start works?

This extension will come under Permitted Development but will need building control sign off on completion… No consent is required from the neighbours as long as a party wall is not part of new the extension…

If it doesn’t exceed 50% of your existing house then it’s fine I would also probably just mention to your neighbour about what sort of work is going to be undertaken ie noise / vehicles / deliveries ect and make sure you get building control at each stage that he requires

Anything that use your neighbour adjoining wall, foundation or connecting to the party wall that has not at lest 5-10 cm gap will need party wall agreement to avoid any nuisance created after or durring the work by either of the partyes.
