Getting rid of Gliw in the Dark paint

Help! Moved into a new house about a year ago and discovered one of the rooms has glow in the dark graffiti that comes out at night. Am now decorating that room and gave the graffiti areas a sand and about 3-4 coats of Zinsser 123 but it's still showing through so what next? Get an electric sander to it and try and really strip back the paint ? I think it could be plasterboard walls - do I put lining paper up - have a curved ceiling and I've never wallpapered? Go for an oil based stain block? get a plasterer to.skim the walls?

Are you a tradesperson and able to answer this question?

you're best bet is to sand it right back without going into the plasterboard and then cover with an oil-based stain blocker zinsser stain cover will do the trick 2 coats to be safe and then 2 top coats to cover

hi The best way is to sand down as much as possible wipe over with spirit wipe. Paint over with an oil based stain blocker applying 2 coats. when dry you should be okay with applying 2 coats of emulsion

Hi , definitely sand it back as far as you can go without going through the plaster board, and then two coats of stain block I would strongly recommend Zinsser cover stain it’s oil based but don’t let that put you off it dries very quickly, then you should be ready for your two coats of (trade ) emulsion.
