Exposed breeze block side wall

Hi, I have an extension with one wall was left as exposed breeze block on the outside. It’s 25cm from the neighbour’s extension so difficult to access, and there’s a waste pipe running along the ground next to it. Is there a way to waterproof it? The room gets really cold and I want to avoid it getting damp too.

The challenge is the 25cm gap, at best you can appliy a sealer with deep pile roler however that wont help keep the space warm and with that its unlikely that the rain will be driving at the wall, The best solution would be to add insulation to the inside face to prevent heat loss

Thank the inside wall, then put a 25 mil insulation on the wall re-plasterboard and re-plaster
