Pin holes in paint when painting on new plaster

Hi, I have had my walls skimmed, waited at least 3 weeks before putting 2 coats of watered down emulsion and then started putting 100% emulsion on the walls but I am getting a weird texture, where the light shines in through the windows I can see shadows in the paintwork on walls and ceilings, so it looks streaky. Closer inspection I can see where the shadows are is actually pin holes in the paint causing the shadows, anyone know what this is? I've sanded the walls down again now as it felt rough but worried it will Happen again? Don't know how to put pics up. But I have done at least 4 coats of emulsion to try and rectify this and no joy. Thanks I couldn't see the pin holes rough surface in the new plaster either. Was noticed after paint. I didn't negotiate price on plasterer I've used him for multiple rooms in my house.
