Hi, blocks and bricks are made to take render just give them a coat of unibond mixed 50-50 with water if it’s an old wall Don’t use sharp sand it will never stick, use plastering sand. Hope this helps

You can’t render over a painted surface, it’s possible but the problems will always outway the end result. Using a roll of expanded metal lath will help you get a decent scratch coat, then you’ll get a good top coat finish.

Don’t use pva and certainly don’t water it down for a first coat, use a good sbr first or mix sbr and pva 50/50, remove any loose paint and at least try a wire brush on it or a power washer, no sharp sand unless it’s to make a slurry wash

Any painted surfaces scratch through paint. SBR on damp ,not soaking wall then second coat of 50/50 Sbr. Use all plastering sand on all coats . 5:1:1 on scratch coat then 4:1/2:;1 with waterproofing agent in ready for wooden float rubbed up surface.
