Concerting half of Balcony into a TOilet/Shower room

Hi, Wanted to check if planning permission is needed to convert nearly half of the balcony (2.5 meters by 4 meters) to 2.5m X 1.5m toilet/shower which is towards the rear of a detached house into an enclosed shower/toilet connecting to the balcony room as an en-suite. The current balcony is facing the garden and does not overlook any neighbours as its a detached property and independent house with tall hedges/ trees in garden. Any input will be helpful. Thank you.
