Converting Part Built Conservatory to Extension

I would like to convert a part brick conservatory to a extension with proper roof, I have been told I would not be able to get building control retrospective. As no-one would like to sign off something they can't see eg what's in the floor slab. I can get a structural inspection to ensure the foundations are deep enough. The builders I have had come look say there would be no problem doing the project without building control. Should I go ahead?.. or is this not a good idea.
Are you a tradesperson and able to answer this question?

If something bad happens, they have to take the blame, it's having a good structure and being well done, it doesn't malfunction, but it would be good to have permission too

I would suggest that any builder who says they will do it without building control doesn't care about the consequences for you, further down the line, when you try to sell the house and it gets flagged up! It should be no problem for building control officers(bco) to have a look at an inspection hole dug by the concrete base and then access the project going forward.

Definitely not worth going ahead without the proper building control drawings and specs.
I’d recommend having a look at the government website below for useful information.

Exercise some patience and organise a building control officer (through your local authority or privately) to visit site as the job progresses to ensure your builders are following current guidelines.
Saves a lot of headache in the long run.

Before you go ahead with the projects , you have to secure the structure which will be done by the contractor can pass the standard regulations and sign off.

Achieving building control sign off for this would be quite straight forward as long as the builder knows what they are doing in regards to insulation thickness in the walls and ceilings and construction methods, you may also be able to get through on a building notice without the need for submitting full plans. As the existing footprint is already there this could be classed as a conversion not an extension. If the new construction is timber frame then the loads added to the existing walls and foundations would not be considerably greater than what is there already and depending on the condition and the age of the conservatory and the property the existing floor slab could remain.

Building Control will sign off your original build as I have converted many of these. You’ll just have to check the footing on the original build and try to get your thermal property by using inside the plasterboard and maybe put in the sequence location. The roof on walls were possible.
If somebody told you, they can do it without Building Control, that’s something I would advise as it will probably fall down LOL
