New spray tap has only hot or cold water. Doesn't mix.

I have a basic hot water tank in the bathroom that you switch on when you need it. The water remains hot for a long time even after switching off. I have lever taps which mix well (bathroom wash basin, bidet and shower) An old two handle one in a sink the floor above (supplied by bathroom tank) also mixes well but this new pull-out spray tap which is in a kitchen next to the bathroom (also supplied by bathroom tank) does not mix hot and cold water on turning the lever. Turning the lever one way produces evenly hot water; the other way evenly cold water. It's like having a separate taps. The plumber says the tap is just like that and there is nothing he can do!

If the hot water system is pumped, then the pressure of the cold water can cut off the flow switch for the pump and a check valve needs fitting to th hot water. Or if no pump is involved, then they may be a thermostatic set of taps that are not operating properly, although they are rare and expensive. Bet you have a pumped hot water system!

dissimilar pressures cold is off of mains water(high pressure cold ,hot is from hot tank low pressure ) also water does not mix in kitchen taps, inside kitchen taps are two tubes to spout so that water does not mix until it leaves spout. hate to restate this but kitchen mixers do not mix internal to tap, this is to stop stored hot water (that could be contaminated to mix with mains water) inside of spout are 2 separate tubes so water can only mix as it leaves spout, any qualified plumber should tell you this.
