Advice on laying vinyl where there are existing tiles tightly stuck to concrete sub floor?

Am planning on replacing ceramic tiles on kitchen floor with some vinyl. The tiles are stuck very tightly to the concrete sub floor. I already took up a loose second layer. At one end someone had attempted removal of first layer of tiles and given up, stuck down a few off cuts to raise the level back up then tiled over with second layer. *Is it essential that bottom layer of tiles is removed, or can they be screeded over and vinyl laid on top? I would prefer to leave them as a) messy/expensive job and b) sub floor is 2 - 3cm lower than with previous level of 2 layers of tiles and would create a trip hazard in doorway amongst other things. *If it's ok to screed over bottom tiles, how deep can the overall layer of screed be? If it could be 5 - 8 cm (depending on thickness of my chosen vinyl) i could retain the existing level of units/skirting/doorway which would be good. I am having great difficulty getting any interest in this work as things are at present. Any advice would be much appreciated, thank you

To do the job correct.go back to the screed then latex .but if not possible as long everything is solid then it would be fine to go over it.but it's a must to prime first with a floor primer same brand prefer as the latex ...

If you have the depth to cover the bad floor with new and more importantly level floor base then do that, if not its all tiles up and make good and level, ''Preparation is key'' and if i was going to do all that work i would put good quality Tiles down which will look brilliant and last a lifetime.

Pick and remove all loose tiles. Then you can screed on top. Once screed is solid you good to go.before screed clean all dust and prime floor for better bonding. Good luck

Clean good the tiles.. Put the primer and then lay down latex [ on spec need to be written good for lay on tiles] on top of tiles.,. Leave to dry and then fit the new vinyl .
