Is it just the top layer of artex ceilings that contain asbestos?

We have bought a 1975s house that's been poorly looked after and our plasterer has advised most of the ceilings need to come down, be resheeted and replastered. They are coated with artex, though it doesn't look like much as the patterns are faint. Unsure on that. Not sure we can afford an asbestos removal company, but if it was just the artex they were removing and not full ceiling, it could be affordable for us. We are also aware of a product (x-tex) which can remove it, so potentially (with correct ppe, disposal methods noted by HSE) we could remove it ourselves. Weve not had it tested but given its 1975s artex we reckon its pretty sure to have it. Would it be likely the actual plaster would have asbestos in it? Basically thinking if we can safely remove the artex, can we then knock the ceilings in, safe in the knowledge they wouldn't have asbestos? We are planning to remove the ceilings ourselves to keep costs down, then get a joiner to resheet, as we hadn't planned for them all to come down. We don't want to board over as we don't want to reduce ceiling height if we can, so want to work out if its possible not to, and resheet as our plasterer advised.
