Radiator staying on despite thermostat and zone valve turned off

Hi All, I'm having an issue with one of the radiators in my flat which doesn't seem to be turning off. The radiator in question doesn't have a TRV but is in a room with a thermostat. Also, the zone valve actuator that controls the heating for this radiator is dedicated for this radiator alone. I've recently had engineers change the zone valve actuator as previously they diagnosed that the previous valve was faulty. They also changed the piping with the valve that sits behind the actuator. I've checked to confirm the zone valve is in the off position, heating control is set to off, thermostat is working (clicks) and reduced temperature setting, yet the radiator is still on full blast. Only way I can turn it off is by manually closing the lockshield valve. What could the problem be? 19th Jan Update: I have noticed that this specific zone valve body is upside down, where previously both zone valves for our flat were mounted the right way round - could this be the issue then? Only thing that doesn't make sense is that the heating was working fine for first few days after they were changed - when we initially had the issue, an engineer visited and said it had accidentally been left to always on and 'fixed' the problem. But now its happening again.
