Loud upstairs bathroom pipes

My partner lives in a new build apartment directly above the gate to the complex (so no one below). The waste pipe for the bathrooms upstairs comes down between the en suite and the hallway and every time someone from upstairs flushes, it sounds like there's a waterfall. There's no evidence of leaking and it's been like this for a few months. The pipework is tiled in so it's difficult to access. Is it normal for this to be so loud? If it is 'just the way it is', is there anything that can be done to mitigate the noise? Insulation has already been put up around the pipe apparently... Thanks in advance.

The only way to fix this issue is to pour what is called loose fill insulation from above and fill in the cavity where the soil pipe is And that also depends on if the soil pipe has its own box work around it to contain the loose fill that will solve the problem Hope that helps

Sounds like a lack of insulation around the pipe inside the boxing in. Typical of a poorly regulated build. Or a not my job attitude by those working
