Hi
I’ve used this product a few times with really good results.
https://www.unifloor-underlay.com/products/jumpax-classic.html
Carpet underlay I would use Axfelt 65 felt rubber used to be made by axminster carpet but know Ulster carpets in Northern island.
Another product called iso rubber 6mm
Hope this help what your looking for
Regards
James

You require the services of one of the two following trades:
A. A soundproofing specialist, although this is likely to be more costly than option B.
B. A flooring specialist who has experience of working with soundproofing methods and who would then be able to install the soundproofing plus the new floor on top.
