4 vent bricks & 2 fan vents across 2 external walls

My bungalow is cavity wall and has a concrete floor (it's not suspended). My bungalow is semi-detached & I noticed that my neighbour does not have these vent blocks (just above the dpm) or fan vents (both are loft height & go straight through the cavity)- upon looking, I've seen that these are all fairly recent additions from the previous owner. I'm pretty sure this is excessive, and not at all needed as I thought only suspended floor needed air flow. Can I just brick these back up (excluding the bathroom fan vent). FYI - My bungalow was built approx late 80s early 90s Edit* one fan vent is for the bathroom fan and the pipe isn't even connected....

Have you checked the the below dpc air are servicing a suspended floor anywhere else in the building?
