Does a replacement roof need planning permission and are new tiles used?

I have a 1980's house with a bay window and dormer windows on the roof. We suspect the felt is in poor condition. The roof has only ever leaked near the dormer windows. It's forty years old this year and we have owned the house since 1997 so we know a lot of history. I have a couple of daft questions :). Do I need to talk to the council if we are planning a like-for-like roof replacement on an 80's house? It's not in a conservation area and we are surrounded by thatch, pantile, and other 1980s houses. For my own interest. When a roof is replaced are the tiles replaced or only the felt and battons? I have visions of a new shiny roof highlighting the other issues with the house :). As far as we know the tiles are fine but I understand new tiles are sometimes put on when a roof is replaced. I meant to ask the people quoting but I forgot.
