'Central heating' will only come on if we turn off the 'Hot water' on the programmer. Condensing Boiler, hot water tank in upstairs airing cupboard. @boiler home are - so it's the likely the diverter in the airing cupboard with the hot water tank? Also how does the diverter work if you want to run HW and CH at the same time, does it just allow both ports open from the boiler feat simultaneously?

I would suggest based on your limited observations that the Diverter valve has developed a fault, this electrical/mechanical fitting diverts heating water from your boiler to both your hot water cylinder and radiators recommend you invite a heating engineer with heating controls experience (most important) to examine the issue(s) in order to identify the exact cause.
