Who to hire to find out if gas usage is correct and efficient

We recently renovated (1.5yrs ago), and looking at our bills, I feel we need to hire someone to see if the boiler/tank/heating system is set up as efficiently as possible. Our usage seems to be around 5500kwh/month, despite having the heating and hot water on for only 2hrs in the morning and 2hrs in the evening, which is literally double the average for a 4 bedroom home. We have a smart heating system, and only 3 of the bedrooms are ever used, other being office and guest room, and the ground floor is all under floor heating (approx 100m2, split into 4 zones). We have a south facing garden and the back is essential all glass (2 large bifolds and 4 skylights), we only need heating in the early morning as even in the winter, enough sunlight comes in to maintain a room temp of around 22, if anything it's too hot, and we have insulated every space we could find. The guy who installed the plumbing initially turned out to not be the best, not even average, so I'm thinking if there are some optimizations we could make in the boiler settings. Do we hire a plumber? A gas safe boiler servicing person? I suppose they tend to be the same person anyway.
