Unfortunately most other builders will not be readily willing to assist with a problem like this, and your builder is unlikely to return knowing the potential scale of the problem. I cannot comment on the legal side of the matter because there are too many variables to consider, at the end of the day the signed contract will trump hearsay. No point focusing on shoulda coulda woulda though cause that is the long way round to finding a solution, if it was my house I'd ask the inspector for an exhaustive list and then I'd hire a reputable handyman with an endoscopic camera to take the necessary photos. This will be the most cost effective and non-invasive way to get the results needed for you to get your life back to normal. Just check first with the inspector if he is happy with this solution, and make sure the handyman fully understands what is needed and why. I'd suggest this solution to the original builder before finding a handyman, perhaps if he is presented with a simple solution he will take it. This does not guarantee a positive outcome of course, it only allows you to get to a point where the project is either passed or failed, all you can do is hope for the best and then cross whatever bridge is presented to you. My opinion is directed only at finding a solution to your problem, it is in no way assigning blame to either party or circumstance.

Your project should not have been finished if the building inspector has not passed it at the stages necessary. Then the builder could not complete or get fully paid. We leave a percentage of the cost until the end and the building inspector has given us final completion. I agree you need to get the building inspector back in to find out the remediation you need to get your project passed. Good luck Dean

Building control would of said how many stages of the build they need to inspect if he’s just done the work without being checked you need a competent builder to check with Limited damages to existing build and do he best to get as much evidence as possible or it might be a case of starting again I’m afraid unfortunately with out that certification you won’t be able to sell your house with a indemnity insurance policy if a buyer is happy to accept that

I’m guessing you had full Building control inspections at the various stages? ie: trench approval, DPC & drains, steel calculations if RSJ’s needed, roof structure, insulation and floor joist spans, mechanical fixings and fire boarding of steels? If all these were passed off, then what have they been failed on? You havnt said? I’d suggest Small claims court to claim payment back to the value of the cost of putting right.
