Hot water is lovely , but radiators only mildy warm - not toastie warm!

Ive a worchester 24cdi boiler in my house, the DHW is fine , but CH is only ever mildly warm. CH -->> When the CH is turned on, the Radiators never gets more than mildy warm. I do recall the rads would get to a nice hot temp a few year ago.I have the boiler CH knob on the high setting. DHW -->> The domestic hot water is fine -- when i turn on the hot water it is hot and warm and is great. Now, looking at the worcester manual ive managed to locate the CH outlet pipe from the boiler which leaves the boiler and is destined to make its way to the Rads. I also found the DHW outlet pipe which leaves the boiler to feed the taps. The CH pipe outlet pipe from boiler is the big and fat pipe, and this is never gets particularly hot to touch when the CH heating has been ON even when the CH heating has been turned on for a while! Now , when i turn on the taps the tap water is hot ( as expected ) and the DW outlet pipe supplying this water is particularly hot , hot to touch -- I assume this is expected? However, what I also find/ notice is that when I turn on the Hot water taps as above , the CH outlet fat pipe seems to be taking some of the heat as that CH outlet pipe now becomes super warm and hot to touch !! Much hotter than it ever does when only on CH !! So i am wondering what is wrong with the central heating not getting super warm because it appears no super hot water is making its way out of the boiler when the CH heating is on. Note on the CH temp control i have pushed that up to max so would be expecting the CH outlet pipe to be hot to touch in order to get toastie heating , but the CH outlet pipe never gets particularly warm but only gets piping hot during the moments the Hot water is being demanded at the taps ? Could this be a problem with the pump , diverter , or exchanger?? i only looked at videos and saw how these things are used in the boiler. Can i rule out the small heat exchanger as the DHW hot water is good suggesting water is flowing well through the exchanger to transfer the heated water across to the DHW demand through the exchanger ? Can i rule out the pump as i managed to open the screw on the pump and it twists okay inside when I put screwdriver inside it ? Could it be the diverter playing up not sending the hot water out of the CH pipe,but then where does that hot water go if and when I have no hot water being demanded?? So , in summary -- heating CH is mildly warm with fat (22mm) CH boiler outlet okay to touch with outlet pipe never seemingly getting super hot water from boiler But CH outlet pipe only goes super hot along with boiler DHW outlet pipe operation when i turn on taps. Any thoughts would be really appreciated
