Pipe not getting warm on return side of downstairs rads

Hello, I have a combi boiler fitted downstairs in the kitchen area… 3 rads upstairs warm up just fine both sides of copper pipe nice and warm untouchable warm… 2 rads downstairs warm up but not as warm as upstairs unless I turn the TRV to 0 on all 3 upstairs rads… BUT flow pipe is warm untouchable on the roads 2 downstairs just the one with the TRV doesn’t get hot one TRV pipe follows the next one again same temperature on both not warm… What could be the issue… TRV is not stuck pin is completely up took TRV off to test but no avail have tried balancing the radiators too manually no thermal camera however that hasn’t helped either.

Balancing. Or stuck trv. If tried that since these radiators or the lowest level they most likely got sludge build up. Power flush.

system may need a power flush, it may need balancing, it may be poor design ie opposed returns on these two rads.
