no water running out of hot taps

while i was away a few days during i had my bathroom taps left on ( no downstairs tap plumbed in yet) and the stop tap off because a freezing cold period was forcast the next day onwards- id had frozen pipe leaks in the past - i thought this would empty the hot water storage tank in the loft and the cold tank that feeds it on returning put the stop tap and water on to heat after a few hours the hot water wasn’t running out so i switched off the electric heater and stop tap off there’s still water in the cold feed tank, i don’t know if the hot water tank is empty or a pipe that feeds it from the cold tank is frozen the roof had a previous leak ( fixed before this freezing weather but i just saw all on the top of the tank was wet and the insulation off at the top and a couple small area of copper pipes from feed exposed which i since covered it’s still freezing over one week later - should i turn the stop tap to fill the tank again without the heater on till fills or wait till the weather warms- or is it an air lock? i could try resolving thelma air lock but don’t want to burst pipes- or do iwait for the weather to improve and thaw ?
