is it legal to put mid position valve and boiler wiring under the floorboards

my mid position valve + heating pump & the boiler heating wiring centre are under the floorboards upstairs i am having the heating pump moved to next to the boiler the plumber told that i must move all the equipment above the floorboards as it does meet the regulations as it is this correct

Pump, mid position and wiring can go anywhere but it’s preferable the pump and valve is accessible

not illegal but any properly qualified plumber would not do such a thing as this, it just creates problems for the future.
