Freezing cold downstairs toilet

The downstairs toilet is absolutely freezing in the cold weather. We had a ventilation pipe that wasn't covered or set properly so we bricked it up. The toilet is still so cold. Does anyone have any advice on how to combat this? I have asked the neighbours with similar houses and they don't seem to have the same problem. I have asked an insulation company and they have suggested building an internal wall and placing more insulation. Not sure if that's the right solution considering it is a small bathroom which would be made smaller.
Are you a tradesperson and able to answer this question?

It's hard to say without looking. The room could need insulating, if theres room, a new radiator would help, but would still need to make sure the heat is not lost through the walls/roof/floor.

First, not sure I understand this - We had a ventilation pipe that wasn't covered or set properly so we bricked it up .. Also, ventilation should not be an issue and good to have in rooms like this one ..
Next, what is above; what are the walls around, are they internal or external, with cavity or not; what is the floor solution; is it an appropriate size and condition window there too ?..

Put a radiator in but keep some kind of ventilation whether it be window vent or air brick with an open shut internal grill
