Open a new window on 1/F toilet

Hi All, I would like to open a new window on my 1/F toilet area. My house is end of terrace house, the new window is facing a side street. Also, I can see my opposite property also have a window in the 1/F floor. Therefore, it is not a problem but it still need the permission. Is there someone know which company/builder can assist for obtain the permission, open a hole and install the window for me? Thank you.

I think you would need to get planning permission for the job

Not so much as planning permission but would definitely need building control and a structural engineer to advise what sort of lintle/rsj u will req .and possibly obscured glass if close to neighbours property .
