Does this look like a damp issue or is it just condensation?

Hi, individual pics at the bottom: My tenants have sent pics of what they think is rising damp under one of the ground floor bay windows. They say the box and toys that were sat in front of the window have become soaked by this. When I lived in it I did get mold spots which I spot treated but that was a few years ago. I'm not too sure if it's condensation or truly damp. I'm getting someone out to do a survey but just wanted to get some other opinions. The tenants say they use the heating and keep windows open to ventilate. Definitely looks like damp not sure how the box got wet though unless it was pressed up against the wall.

Hi this is condensation, as you can see from the photos you provided you can see the water running down the wall hence why the top of the toy box is wet, as you have said you had a issue with mould from condensation previously the treatments for this are a preventative to the problem not a complete fix, I would suggest looking into having a humidity sensor Output fan installed, these work different to general fans that are installed for example to work only when lights are switched on, humidity sensor fans work by sensing high humidity levels and then turn on until moisture/humidity levels have dropped below dew point and then turn themselves back of to reduce electric. I’m s the bay a solid wall construction ie Victorian ? If so this is most probably condensation. Always gets worse this time of year .

90% of jobs this winter will be condensation related, as people attempt to save on energy bills. I would always recommend a damp investigation from qualified specialist, make sure your clear in what you require from the company. If there is no building faults, it would be up to the tenants to ensure they are keeping the property heated.
