No water to outdoor tap

Hi, just moved into a house and I'm not getting any water out of my outdoor tap. Iv looked under sink and can only see stopclock for the house and turned off and on and thats working fine. The outdoor tap is attached to the wall with the pipe for it running down the wall externally into a junction before going into the house. I have not seen one of these junctions before, but have pictures I can provide. On the junction there is a little square pin which can be turned. However this doesn't seem to help getting the water through. Any advice is much appreciated. Thanks Update, sorry should have added before, we have a combi boiler so there is not a water tank in loft

The water supply may be coming from the header tank in the loft. If so there should be another valve installed on that pipe.

It could be that the outside tap itself has actually broken, it may still spin the handle but won’t move the diaphragm inside therefore not letting any water through. Would need investigating properly to diagnose/fix the issue

Ok so a photo of the outside and inside plumbing would help. Having installed literally hundreds of outside taps the number one cause of no water to the tap is usually that it has been "plumbed" using a kit. If there is what looks like a hosepipe running from the outside tap to the inside pipework then this is most probably the cause. Not so much the pipe but the connector/isolator end. I can elaborate more but without a photo or more details this is my best assessment.

Maybe your outside tap has a built in check valve which is locked up so will not let water pass by. Try turning off stopcock and unscrewing bibtap. Then slowly turn on stopcock and see if water comes out of wall plate fitting. If so buy a new bibtap. Hope this helps.
