if a plasterer takes out air vents in a room should they go back in

my landlord is insisting that the air vents taken out of a wall should be fitted is he wrong the plasterer who did the job says no and wont put it right any help on this would be appreciated i have advrtised the job too i need quotes please

Air vents are usually installed within a wall to allow air to pass through, designed to promote air flow and improve ventilation. Air vents will prevent mould and walls failing. Ideally they will need to be sorted.

As previously said , they are there for a reason so will have to be rectified. A lot of people do take them out but you've got a landlord so he has a care of duty over you and he has to follow all regs' and inspections being a landlord.
Being a tenant, the landlord has a care of duty over you safety and well being, as of December 2022 there are new laws coming out for Landlords and their property. You will more than likely have a letter or notice from landlord to set a date to inspect the said premises, and probably a second visit to see if any 'said works' has been carried out. Have a look on GOV.COM and you can navigate through and see the new changes/laws coming in place next month. Realistically, and depending on the original structure, the vent should have been made good. I also have removed vents, but at their requests, if you take away any vents and have a carbon dioxide leak at property you won't know until its to late. You landlord may demand they be put back as new carbon dioxide readers are a part of the new change coming in as I've just had the Gas Safety certificate to go in the folder for that dwelling. It's great a ideal to fix air vent to balance air pressure in the room and prevent mould in the room as eeel

It all depends on the type of vent. Some give airflow to the room, some ventilate the wall cavity and some ventilate under the floor. If its a room vent it isn't a necessity. I've blocked hundreds internally and externally.
Is the property cavity wall? Or solid and Where's the vent located?
