removal of capped gas fire and making the hole look better

We have remove a gas fire place and sorround, we've found that it's been capped, We want someone to remove as much as the capped gas pipe as possible, we want it blocked off, made to look nice (completely black at horrid at the moment) so we can paint it and stick a standalone electric log burn type heater in my question is, who can do it? is it the chimney and fire place specialist or a builder, who should we be going to

Hi, you need a gas safe Registered engineer to cut the gas pipe back and recap and test, then a builder to block up and plaster the opening.
