Who is responsible to remove old water drain cover and cement the hole to ground-level?

Our agent told us that an old water drain cover on the pavement might be considered as a hazard trip for our tenants to walk on. Is Thames Water responsible to remove an old water drain cover on the pavement and cement the hole to ground-level?

if is on your property you can do it yourself as long as is no longer in use. if is on the public pavement should be their's

Anything on your property is your responsibility but if it is not actually on your property but is close by on the public footpath etc. It is then up to the water board or council to correct
