Is a handrail on stairs from ground floor to first floor required for a Victorian house?

Our agent suggests we should have a handrail on stairs from ground floor to first floor. It’s licensed for a small HMO Victorian house but the council didn’t ask for a handrail to be installed? Is a handrail on stairs from ground floor to first floor a legal requirement for our house based on below information? a. Small, low risk two -storey shared- Victorian house b. House is used as a private dwelling by max. 4 people (3 households) jointly c. All tenants have exclusive possession of the whole house d. House is used as domestic premises and the FSO (Fire Safety Order 2005) will not apply. e. It presents no additional risk factors then no high standard of fire precautions may be necessary, having regard to the fire risk assessment.

yes it is advisable for handrail house of multiple occupancy any accident owner could be liable

Yes, especially as it is a shared house & tenants renting the property. As the previous answer states the landlord would be liable for a accident. Standard regulations would be for a handrail to be placed at least one side of the stairs & any side where where there is a risk of falling with a height of minimum 900mm from pitch line. If the stairs is wider than 1m then a handrail would be required both sides.
