Can i increase the height of the wall and and place rafters from the house to the wall and put a tile roof on top and at the front and back have a timber wall with upvc doors. i plan to finish the builidng 2 feet from the front of the house. does this design require planning permission

It would most probably require planning

It will be fine to create aside shed or room as long as it is not integral to the house or has access to the house

It's highly unlikely that planning would be granted boundary walls are there for a reason. Under normal circumstances you will needa foundation at least 750mm away from it.

Ring your local building control office and ask they will tell you what can or can't be built, I think it's very unlikely they will like this idea, boundary are tricky, I wouldn't be building anything without permission it could get very expensive if you get it wrong.
