Changing bright colour paint and old wallpaper (and estimated cost)

Hi all, I have currently found a flat to rent in london that has awful wallpaper in the living room, extremely bright paint in the other rooms (kitchen, bathroom, bedroom) and strongly discolored skirt boards (corridor walls are discolored too). I have a couple of questions I wanted to ask before deciding on whether to move in or not, as the rent is very cheap for where it is: - If i plan to strip the wallpaper, is plastering after necessary before applying paint? - Is it ok just to paint over old paint? Is so, what can be advised when painting over extremely bold colors - Is there anything I need to know about preparing walls in general for painting or how I can save money on the process? I won't have much time to do the work so i was thinking of finding someone who will do all the steps needed. Would like to hear a rough range estimate on how much it would cost in London to see if it is worth moving into the place? Thank you in advance!

Hola, my advice to save money is to buy white paint mix it with water, to be the first coat as premer, depending on the condition of the wall, sometimes it takes two coats, after applying there coats you can paint the color that you want. And if you don't want to spend money or time removing the wallpaper, you can apply the same to the wallpaper, give two coats of white paint to premer, and then you can apply the color that you want. And yes you can paint on the old paint, you will need to sand the wall to leave a good texture and remove some of the old paint to be able to apply the new.

Depending on age of property,depends a lot on condition of walls.wallpaper is normally used to cover problem walls.If wallpapering has been done well you can paint depending what type of paper.Painting over strong colours is always a problem.different colours need different prep. As it is a rental property you will need permission from the owner or agency to do what you are wanting to do. You have too many variables to give the best advice. Stripping wallpaper could take you ages,walls could be so bad they need plastering,which won’t be cheap. Woodwork always needs sanding & wiping clean of dust then a primer/undercoat two coats if needed then your top coat last. My main advice would be to get 2/3 decorators to look & give you a better idea on conditions of walls & what would be required to give you a end result you are happy with but won’t cost a fortune. Hope all this info will help your decision on what you can do & willing to pay. Dan

You can strip the wall paper and then linepapper the walls and then you can apply the colour you want. No need for plastering.

If you want to paint over the wallpaper, make sure you get oil based primer. ( there are brands specifically made for that purpose) water base primer will activate the adhesive and it will make the seems to show. Depends on the state of the wallpaper, i would score the seems with a utility knife and use filler , to make sure it looks perfect.
